Do you understand permits?

Any vehicle which is to be used for carrying goods on passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

The steps of obtaining the permits is as under :

What are the different kind of goods permits?

To control the vehicles in accordance with the requirement of public, the various kinds of permits are issued for different types of vehicles for their specific purpose. The broad classifications of permits are as under explained briefly :-

PERMITS FOR GOODS VEHICLES

Local Goods Permits : Such permits are granted to the vehicles operating within the state. Permits granted to a particular vehicle for carrying a particular load has to be plied for that particular area only.

Inter State Goods Permits : Such permits are granted to the vehicles to carry goods from one state to another subject to meeting the respective tax liabilities with the concerned state and other norm.

Counter signature permits for Goods : These are the permits which are initially issued by one state and later on endorsed in another state by the concerned state Transport Authority.

National Permits : Such permits are issued for minimum for four states to minimise the liability of the permit holder with regard to different tax structure and other formalities of the concerned states. For obtaining such permits the maximum age of a particular vehicle should not exceed 12 years. However max age in case of null axle vihicle should not exceed 15 years

PERMITS FOR PASSENGER VEHICLES

Auto Rickshaw and Taxi permits : Such permits are issued from S.T.A. branch Burari for carrying passengers to various places Within Delhi. Fare is charged as per the fare meter mounted on such Vehicles as determined by S.T.A. Branch.

Maxicab: Such permits are also issued from S.T.A. Branch Burari To the vehicles for carrying passengers to various parts of Delhi On a fixed route and as per the fare fixed by the S.T.A. Total  Sitting capacity of such vehicles shall not exceed more than 12 passengers excluding driver.

CONTRACT CARRIAGE BUSES PERMITS (CHARTERED BUSES ): This is the most common type of permit used for hire reward purpose. The permit holder can operate under a contract with his client for a fixed destination within Delhi or outside Delhi. For this an agreement should be executed between the clients and the operators and the list of passengers should also be available with the driver of bus. The permit holder cannot pick passengers other than those mentioned in the list. Such type of buses are also known as Chartered Buses.

STAGE CARRIAGE PERMITS : The permit holders can operate their bus under their allotted routes for picking up passengers from one place to another. All DTC/KM Scheme / Blue line etc Buses come under this category

TEMPORARY PERMITS : The contract carriage or local goods permits are issued to ply the vehicles within Delhi. Further if permit holder intends to take his vehicle in other state, a temporary permit is issued for a particular time and destination for goods as well as usually issued for public functions, Mela etc.

Phat Phat Sewa : The permit holder using the three wheeled Harley engine vehicles have been given phat phat sewa permits.The maximum seating capacity in these vehicles is 9. They ply in a fixed route and charge the fare as per S.T.A. approval.

DLY/DLZ (ALL India Tourist Permits cab) : This permit is given for motor cabs having seating capacity of five. The colour of the cabs are permitted as white only. The applicant for this permit should have an office having telephone at suitable tourist passengers booking place .The applicant should have authorised parking place to park these vehicles and adequate financial resources to purchase the vehicle . The road tax\passenger tax of vehicle is paid at state borders. DLZ permits are given to luxury cars.

RENT-A-CAB PERMITS : With the increase in no. of multinationals Companies & tourists requirements Rent-A-Cab scheme was launched in India in 1989. Under this scheme the passenger drives the vehicle himself & fare is charged on no. of days the cab is used. The applicant should have a 24 hrs. accessible telephone, adequate parking space, experience of passenger transport business. The applicant in addition should have a fleet of 50 cabs of whichever 50% should be air conditioned. The permit of these schemes are also valid throughout India provided the passenger taxes were paid to the corresponding states

INSTITUTION/SCHOOL BUSES: The vehicles of Educational Institution registered under the Societies Act 1960 (21 of 1960) are given permission to operate within Delhi or outside for carrying their students or staff. These vehicles are also exempted from road tax. For identification these vehicles are painted in golden yellow paint.

INTERSTATE STAGE CARRIAGE PERMIT : The different states mutually decides the number of buses to operate as stage carriage permits to pick and drop within different states on a particular route.The terms and operation under these schemes are basically same as those 86 stage carriage buses within that only difference is that they operate in different states.

ALL INDIA TOURIST PERMIT (AITP) : These permits are given to luxury buses which have white colour. The seating capacity should not exceed 37 in all. Vehicles should also have other facilities like audio system, drinking water, push back seats, fans, curtains, a separate driver cabin etc.

ALL INDIA TOUR TOURIST OPERATOR (ATTO): To promote tourism permits of these Buses are of same type AITP but to avoid the hassles of payment of tax at the border of other states, the three months passenger tax is levied as a single composition fee.

Frequently asked questions

Q. Who is eligible for permit ?

Ans. Any registered owner of a vehicle can apply for the permit. However there are restrictions or permits are made available only after notification of Government

Q. When can permits be applied ?

Ans. Normally permits can be applied any time.However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

Q. Who enforces the permit condition?

A. The enforcement wing of Transport Department inspect the permit conditions. The Delhi Traffic Police also sometime given responsibility to check as per guidelines by court or Transport Department.

Q. What are the forms of permit application and formats?

A. Since different informations are required in different kind of permits so S.T.A. Delhi time to time keep on changing the formats of applications and permits. However the forms of permits for following cagegories as per CMVR  1989 are enclosed.

Q. What is the action taken against violation of permit conditions especially by stage carraige buses.

A. Action is taken by STA against these offenders u/s 86 of MV Act fro suspension/cancellation of permits.

Q.Where do I have to apply for different permits ?

Ans. Permits except for autos, taxis, Maxicabs, whose permits are issued from Burari, the permits for other vehicles are issued fromS.T.A. branch, 5/9, Underhill Road.
